Yes, it is a simple skill to master but one that is often a mystery to many new riders.  Now, one tip for you “young” folk out there when it comes to the “Circular ” and “Echelon” diagrams and you are in the “faster” lane DO NOT increase your speed as you come to the front of the line to do your turn, the rider you are riding over should reduce their speed and enter the “slower” lane. Simple right?! You’d be surprised how many “racing” cyclist out there just have no clue as to how to ride SMOOTHLY.  
If you get to the front and don’t slow down to let me ride over you I swear you’ll be doing a damn long turn on the front until you realise that I am not going to come to the front until you slow down.
And, because I’m a very generous person I’ll apologize upfront and say sorry if you are one of these n00bs that doesn’t have a clue about how to ride a circular pace line that I’ve vented at you in the past… or for that matter in the future, trust me its for your own good ;)
